Personality:
Piccolo's personality changes a great deal over the course of his life, but the single constant is his tendency to be pragmatic, ruthless, and calculating. He is a consummate strategist even in his first story arc- at the World Martial Arts tournament, he demonstrates that he has predicted his counterpart Kami's strategy to trap him, and reverses it, using it to trap Kami instead. Shortly thereafter, he swallows the bottle Kami is sealed in, leaving him beyond rescue by his allies- they would have to kill him to retrieve the bottle, and that in turn would kill Kami.
This combination of pragmatism and strategy serves Piccolo often as the series goes on. After defeating the first and weakest member of the invading Saiyan race, he immediately captures his rival's son, Gohan, and takes him to a remote island for intense and brutally cruel training, intending to release the child's hidden powers at any cost- intending not only to repel the threat, but to obtain a powerful ally for his own ends. Years later, against the threat of an overlord named Garlic Jr, he pretends to be brainwashed and violently attacks Gohan in order to get close enough to Garlic Jr to foil his plans.
His ruthless mind was also the only reason that Majin Buu was later kept at bay despite vastly superior firepower- and, when the young Saiyans Goten and Trunks proved unable to defeat Majin Buu, he fell back to yet another strategy- he had staged the fight in the Hyperbolic Time Chamber, an alternate dimension with only one entrance, and he destroyed the entrance to trap Buu away from the Earth, hoping he would do no more harm.
This is also backed up by a perceptive streak. While the Saiyans would come to far exceed his abilities in combat, he was always able to analyze their movements, plans, and strategies- and those of their enemies- and react accordingly.
Where Piccolo shows the most change, of course, is his personality. In his youth, Piccolo was an arrogant, cruel, and outright evil megalomaniac, and while he was still a cunning strategist, his emotions and ego could get the better of him. However, as he trained Gohan, he became fond of the boy, eventually seeing him as like family- he referred to Gohan as akin to the son he never had, while Gohan once likened him to a "Big green uncle." This, in turn, gave him a motivation to fight for more than just himself, and eventually he would sacrifice his life for Gohan- beginning a recurring trend of protective instincts toward Gohan that would last for most of his childhood.
Along with this change of heart, Piccolo became calmer and wiser. No longer ruled by anger and violence, Piccolo became meditative, contemplative, and even kind. While he would never become truly friendly, his formerly misanthropic and antisocial rage cooled to a quiet but vaguely well-meaning grumpiness, a dour expression that rarely went much deeper than his face. In the end, his willingness to sacrifice his life would become a willingness to change himself for the sake of the world, and so he eventually reunited with Kami, his formerly despised counterpart, despite the personal distaste it caused him. This resulted in a greatly increased fighting power, but more significantly, it also soothed the anger and evil he had slowly been fighting against his entire life.
His demeanor remains gruff and unfriendly, but he is rarely outright hostile, instead remaining stoic. However, he can be irritable if presented with anything he views as frivolous or wasteful. He finds the arrogance of the Saiyan children infuriating, seeing it as a needless risk. He also has no tolerance for romantic love- while familial love is something he knows all too well, now sharing it with Gohan, romantic love is beyond him, as his species has no gender, reproduces asexually, and never developed the hormonal or emotional need to mate. As such, romantic displays can quickly make him uncomfortable, and he dismisses it as "Mushy stuff."
Powers/Abilities: Piccolo has a large variety of powers- while he lacks the raw fighting potential of the Saiyans, his abilities are undoubtedly more versatile. Many of these abilities are shared by most or all Namekians. Additionally, while his raw power is not on the same level as those of the Saiyans, he is still one of the most powerful beings in the Dragon Ball universe.
Power Level- Piccolo's power level is well into the range of the superhuman. His reunion with Kami puts him on a roughly even footing with Android 17, and later, he trains to become significantly more powerful still, though still not at the same level as the Saiyans. It can be assumed that he trains significantly through the remainder of the series, but it is likely that his power level never experiences such a drastic increase. Thus, he can be assumed to be more powerful than Android 17, less powerful than Cell in his Perfect Form, and even or perhaps greater than Android 16. He is capable of manipulating his power level by altering his ki, suppressing his energy to avoid detection or focusing it to make full use of his power.
Regeneration- if injured, Piccolo can regrow or repair his body parts by force of will, though this is a painful process and can expend significant amounts of energy. This even applies to injuries that would be lethal to a human- at one point, he claims that he could regenerate his entire body as long as his head remained relatively intact.
Matter Generation- A Namekian ability often used to create clothing, mundane weaponry, or other convenient necessities such as food- though as a Namekian, Piccolo subsists primarily on water.
Growth- Namekians are able to expand their bodies, stretching and bending their limbs in unusual ways, and even growing to massive sizes and also increasing their strength. Piccolo rarely fights in his larger size as the series progresses, which suggests that it is inefficient for fighting most powerful enemies.
Flight- Like many characters in the series, Piccolo has mastered the ability to levitate. Namekians seem to have a particular affinity for it- other Namekians are seen to fly at a very young age, and Piccolo seems capable of levitating indefinitely in place with no difficulty and flying at extraordinary speeds. No explicit speed is ever given, but he is able to reach low-atmospheric heights in a matter of minutes to reach Kami's Lookout, and his speed is at least capable of traversing a continent in under an hour.
Telepathy- Piccolo demonstrates the ability to communicate mentally. It is unknown if there is a maximum distance to this ability.
Ki Sense- Piccolo can sense the energy and life force of organic beings, as well as being able to identify the power levels of those it belongs to. He can also identify unique ki signatures, thus determining whether a power he feels belongs to an ally, an enemy, or somebody he hasn't met- though this requires familiarity with the individual in question. Finally, he can sense the evil of somebody's energy, to some degree, which is likely one of the ways he can identify an individual's ki.
Energy control- Piccolo can use energy to create a variety of effects, ranging from highly volatile explosive blasts and piercing beams to telekinetic manipulation of objects. The power of his telekinesis is unknown, but he is shown to manipulate massive stone pyramids and other highly massive and heavy objects. The power of his blasts is likewise unknown, but by the end of the series, he has well surpassed Frieza in raw power, and Frieza was capable of destruction on a planetary scale.
Physical Power- As a result of his high power level, Piccolo's strength, speed, and endurance are all well into the realm of the superhuman, able to move faster than even most highly trained human martial artists can see. It is never clarified just how much raw lifting power his strength equates to, but he and others at or below his power level are seen lifting vehicles and even rock formations with little difficulty, so he is likely strong enough to render most measurement meaningless. Mundane weaponry has little to no effect on him, nor do the attacks of many expert martial artists.
Multi-Form- A technique that allows Piccolo to split himself into multiple bodies. While this technique has many advantages, it comes at a price- Piccolo's power level is evenly divided among the copies. Thus, if Piccolo were to create four copies of himself, each would only have one quarter of his power and energy. Beyond that, it is unknown if there is a limit on the number of bodies he could create, but we never see him take more than half a dozen.

Piccolo's sole possessions are his clothes- a purple martial arts gi with a blue belt, brown shoes, and his weighted training clothing, a white matching turban and cape with shoulderpads.

"I've never used one of these scouters before, never really needed to, but if I did this right, I should be broadcasting right now. This location is unfamiliar to me, but I can sense a lot of power levels nearby, and I'm warning you now: I don't know how you people got the drop on me and sealed me in that pod, but I assure you, it will not happen a second time. I'm not looking for a fight, so if somebody could direct me to the nearest space ship, I'll be on my way back to my home planet, and we'll call it even, no harm, no foul."
[There's no air of menace in the demand. It's stated as calmly as a fact about the weather. A moment later, he continues.]
"If any of my friends are out there, let me know. I can't sense you right now, but we both know that doesn't necessarily mean anything. See you around."
[The camera turns awkwardly into a bright green palm and a pink veined wrist, then shuts off.]

This... wasn't the Lookout.
Piccolo glanced up above him. He'd clearly been unconscious, and he had no idea for how long, but this was definitely not the Lookout. It appeared to be the inside of some delapidated space ship, but he couldn't recognize much beyond that. Then again, he hadn't really spent much time in space ships.
If he were the type to remark upon oddities, he would notice how odd it was for an alien to have so little experience with space craft. Especially one who'd been to as many planets as he had. As it was, all he noticed was that he couldn't sense any of his friends. Were they dead?
No, of course not. This is a space ship, so obviously he was in space. Likely on a strange planet. There were power levels, but he didn't feel any of the ki signatures he recognized as belonging to his friends. Maybe they were hiding them, or maybe he was alone. He'd have to find out. Probably the hard way.
He was also not wearing his clothing. He filed it away under 'fix later' as he climbed out of the pod. He glanced around him and saw multiple pods, all similar to his, but most sealed. For a moment, he considered freeing them, since they were likely victims as well, but it was entirely possible that they were all dangerous fighters like himself, and there was a risk that they would be hostile.
He turned it over in his head for a moment. It was a risk, to be sure, but then, wasn't that what he did now? Risk his life to help people? Perhaps, but risk with no promise of gain was exactly the kind of foolish thinking that he strove to avoid. It was why he was valuable.
He knew what Gohan would do, of course. Gohan would let them out without a second thought. Of course, any of the Saiyans would. They'd view the possibility of a fight as exciting. But Gohan was different. Gohan just wouldn't be able to live with himself if he left them there.
Piccolo wasn't Gohan. He wasn't a Saiyan. The others would wake up like he did, surely. He turned to leave.
Hesitated.
Turned back for a moment.
Sighed. This one's for you, Gohan.
And, focusing his telekinetic power, he tried to pry the lid off of a pod.
It didn't budge.
Frowning, he approached the pod himself, and, slipping his fingertips into the crack between the pod and the lid, attempted to pull it open the old fashioned way.
And it still didn't budge.
That made him a little nervous.
He channeled energy into the tips of his fingers, and with a muttered apology to the man inside the pod, he fired at the seal, trying to blast it open with a precisely focused beam of energy.
Nothing.
My compliments to the engineers. Sorry, Gohan.
As he turned from the pod, he noticed a footlocker near the base. All of the pods had them. A simple glance verified that his did as well. Kneeling, he pulled open the footlocker. His clothing- even his weighted clothing. Well, it saved him the trouble of conjuring more, at least.
As he pulled the clothing on, he noticed something else, under the turban. A small, electronic device, clearly designed for an ear much smaller than his.
A scouter?
Odd. He had no need for a scouter, he'd known how to sense energy before he ever laid eyes on one.
But scouters had communicators. And that gave him an idea. He grabbed the scouter, then headed out of the room.
